IEM is looking for a Full Time- Project Manager to join our team. The Project Manager supports the Deputy Program Manager by managing subrecipient communications, project tracking, and compliance with CDBG-MIT requirements. Responsibilities include coordinating applications, overseeing agreements, providing technical assistance, and reviewing key project documents to ensure successful project execution.

Primary Location:

Live within a commutable distance to Guaynabo, PR.
Work in an Office Environment with a team.

Travel Requirements:

This position may require travel to complete work assignments or attend meetings.

Essential Functions:

Support the Deputy Program Manager in daily operations and identified responsibilities at the project level.
Act as the main point of contact between program and subrecipient team members for day-to-day project development and implementation.
Coordinate all application submissions from subrecipients including the evaluation of the application until the selection of projects is fully developed.
Prepare recommendation notifications and reports to communicate which projects will be funded and those that are not eligible for funding.
Oversee and track executed subrecipient agreements with PRDOH to evaluate the allocation of funds in coordination with PRDOH's Finance division.
Coordinate all necessary reporting activities to communicate the status of all executed subrecipient agreements.
Track and report the status and performance of each subrecipient project. + Provide and/or manage daily technical assistance to the subrecipient team.
Monitor, Identify, report, and recommend solutions to resolve, issues related to, but not limited to, CDBG-MIT Infrastructure Programs compliance, schedule, scope, budget to Deputy Program Manager and subrecipient.
Coordinate and lead all subrecipient and potential subrecipient meetings.
Review, provide comments, and recommend approval of subrecipient Applications, Draw Requests, Change Orders, Subrecipient Agreement Amendments, Budget Revisions, and Closeout Documentation package.
Responsible for reviewing and recommending certifications for payment and construction change orders.
Establish direct communications with subrecipients points of contact during the Application evaluation and implementation of projects under CDBG-MIT programs.

Minimum Qualifications:

Experience: Two (2) years of project management experience
Degree: Bachelor's degree or higher education in Engineering, Architecture, or Project Management
Professional licenses and/or certifications related to required degree, valid in Puerto Rico.
Bilingual: Fluent verbal and written communication skills in English and Spanish.
Must be working locally within Puerto Rico.

Preferred Qualifications

Experience in federally funded infrastructure projects.
Experience with healthcare facilities and/or systems developments in Puerto Rico.

Job Description :

Summary

The project manager- warranty will manage multiple projects related to warranty systems and processes designed to improve warranty credit collections. They will collaborate with field operations, OEM manufacturers, and other business partners to achieve the department goals. The project manager-warranty role must also be able to apply data analytics and continuous improvement skills in identifying opportunities to drove department success.

This position will interact with business partners and cross-functional teams to ensure project objectives are achieved on time and within budget. Project Managers are expected to report progress to all stakeholders, identify early warning signs and effectively communicate status and trend of their projects.

Essential Functions

Manage project plan, track dependencies, address constraints, resolve resource conflicts, assess impacts to plan, obtain estimates to complete forecast use of funds, ensure adherence to SDLC, report progress against plan.
Develop and execute project communications plan, facilitate team meetings, participate in key meetings that directly or indirectly impact the project, keep project stakeholders informed, prepare for and conduct executive steering committee meetings.
Gather content from respective project team members to complete interim and final deliverables. Present deliverables required at respective tollgates throughout the project live cycle. Obtain sign-off and approvals to proceed for stakeholders. Maintain project team repository of deliverables, reference materials and documentation. Prepare change requests as agreed to by project team and obtain signatures from project owner and sponsor.
Prepare weekly status reports, track open issues, update risks (probability, severity and impact) and mitigation plans. Participate in PMO meetings with other Project Managers to identify potential dependencies or constraints.
Manage project budget, maintain financial plan, track actuals vs. plan, provide monthly forecasts, and report monthly accruals.

Additional Responsibilities

Monitor and report to IT and process/function owner on the status of multiple concurrent project efforts.
Provide analytical expertise within an assigned business unit/area in the analysis, design and development of business applications.
Develop business relationships and integrate activities with other IT departments to ensure successful implementation and support of project efforts.
Evaluate application software packages and make recommendations to management.
Participate with other IT members, customers and stake holders in new product reviews, tests and pilots.
Collect and analyze business requirements for large, multi-functional projects.
Lead project teams through feasibility studies, translating requirements into an appropriate design.
Foster and maintain good relationships with customers and IT colleagues to meet expected customer service levels.
Perform other duties as assigned.

This role will provide supervision to a team and will maintain a complete understanding of all applicable program policies, requirements, and procedures and review all cases within the guidelines established. This may include processing, monitoring, tracking and reporting with little direct supervision.

Primary Location:

Live within a commutable distance to Guaynabo or Isabella, PR.
Work in an Office Environment with a team.

Travel Requirements:

This position will require some work to be conducted at a client site or other locations. Travel and other expenses are reimbursable in accordance with Federal Travel Regulations or DoD regulations.

Essential Functions:

Manage a team of construction management staff to perform at least one monthly visit to monitor construction progress, consistent with Subrecipient Agreement and environmental clearance document, and health and safety plan implementation during subrecipient's construction projects under PRDOH's CDBG-DR and CDBG-MIT programs.
Responsible for review and recommendations regarding certifications for payment and construction change orders.
Prepare reports to the Project Manager based on monitoring visits of subrecipient's construction projects under PRDOH's CDBG-DR and CDBG- MIT programs.
Provide feedback to subrecipient's health and safety officer or representative based on the observations obtained after conducting monitoring visits.
Assist to develop revision checklist for 30% and 90% construction document reviews. Validate the Subrecipient includes provisions in the construction contract documents that stipulates that the contractor must develop and implement a health and safety plan in compliance with Puerto Rico OSHA- approved State Plan and the policies of the Puerto Rico Occupational Safety and Health Administration.

Minimum Qualifications:

Experience: Five (5) years of experience in construction management.
Degree: Bachelor's degree or higher education in Engineering, Architecture, Project Management, or similar.
Bilingual: Fluent verbal and written communication skills in English and Spanish.
Must be working locally within Puerto Rico.

Preferred Qualifications:

Experience in federally funded infrastructure projects preferred.

We are seeking a results-driven *Project Manager* to lead and oversee electrical construction and instrumentation projects. This role ensures timely and efficient execution aligned with client specifications, safety standards, and applicable regulations. While estimating may be required occasionally, the primary focus is on project planning, coordination, and execution.

*Responsibilities*

* Define clear project scope based on proposals, purchase orders, or client contracts, including specific, measurable, and realistic goals within the project timeline.
* Lead and manage electrical and instrumentation projects, including turnkey installations and multidisciplinary efforts.
* Oversee installation and commissioning of electrical systems and equipment such as switchgears, paralleling systems, emergency generators, substations, protective relays, transformers, control panels, and related infrastructure.
* Develop and implement project management tools such as Gantt charts, SWOT analysis, and DMAIC to monitor progress and performance.
